AI Chatbots Provide ‘Unreliable and Biased’ Voting Advice, Claims Netherlands Regulator

AI assistants are proving to be “unreliable and clearly biased” when offering voting advice, the Netherlands’ data watchdog has stated, raising alarms about a potential threat to democracy just eight days before the country’s general election.

Study Shows Repeated Partiality in AI Suggestions

The four chatbots evaluated by the AP “frequently recommend identical two parties”, irrespective of the voter’s inquiry or input, the watchdog explained in a analysis published ahead of the late October vote.

In more than half of the cases, the chatbot suggested either the far-right Freedom party (PVV) of Geert Wilders or the progressive GroenLinks-PvdA headed by the ex-EU commissioner Frans Timmermans.

Certain groups, such as the centre-right CDA, “are almost never mentioned”, even when the user’s input exactly matches the positions of these political entities, the study indicated.

Authority Figure Cautions Against Using AI Chatbots for Election Advice

The deputy head of the AP, the official Monique Verdier, stated that while AI assistants appear to be smart resources, “as a voting aid, they consistently fail”. Citizens were being steered toward a party that might not correspond to their ideological beliefs, she emphasized.

“This immediately affects a fundamental pillar of democracy: the integrity of free and fair elections,” Verdier stated. “We therefore warn against employing AI assistants for voting advice, as their functioning is opaque and difficult to verify.”

Election Context and Party Dynamics

The Dutch head to the polls on October 29 in an election that will be closely watched around Europe for the showing of the Freedom party.

The right-leaning group of Geert Wilders is leading the polls but the gap to the GroenLinks-PvdA and CDA appears to be narrowing, with numerous electors still undecided.

All major parties have rejected a coalition with the PVV, implying the runner-up party is highly probable to provide the next prime minister.

Unintentional Bias Linked to Chatbot Functioning

The AP emphasised that the AI systems were not intentionally prejudiced, and that their “noted flaws” are a consequence of the manner in which AI assistants function.
